NORTH EAST ST ANN Chairman- Fayan Rhoden (actg.) 1 Windsor Road Secretary – James Walsh C.D., J.P. St. Ann’s Bay The late Nehemiah Elmer Osbourne, known to us over the years simply as, Comrade Elmer Osbourne, was a stalwart of the P. N. P Organization in Northeast St. Ann. He served the Party as one of its grassroots activists and community leaders for a period spanning five decades. Comrade Osbourne’s main area of operation was the Ocho Rios Division, particularly Shaw Park and Harrison Town. However, his energy and commitment led to him being available for service throughout the Division which, in earlier years, included most of what is now the Exchange Division. He was one of those comrades who preached his politics in season and out of season, not just at election time. He was involved in enumeration, canvassing, voter mobilization, and community and Party organization. One of comrade Osbourne’s assignments in the 1990s was as a ranger on the Shaw Park Lands. This was indicative of the confidence that the Party placed in him The PNP’s dominance in Northeast St. Ann from the constituency’s creation in 1959 until the early 2000s was built and maintained by the ceaseless work of Comrades like Elmer Osbourne. They shared the Party’s vision of a better Jamaica for all, not just a privileged few. This, rather than personal benefit, motivated them and their work gave the PNP the strength to win and implement policies for the benefit of the majority. Improvements in; housing, infrastructure, utilities, women’s and workers’ rights, education, and increased opportunities for the working people are a testament to the value of the work done by these faithful and selfless comrades. The Northeast St. Ann Constituency Committee salutes comrade Osbourne’s memory and celebrates his life. A life of purpose well lived. We express condolences to his family and relatives and all those who held him, dear. We pray that they will find comfort and strength in this time of bereavement and that the Lord will amply bless them Rest in Peace and Power Comrade Elmer Osbourne. James Walsh C.D., J.P.
